Step 2: Under Preferred Language, select English (United States).
The fundamental problem could be either with the hardware of the system or the software.
Step 1: Go into Windows 10 settings, select Time and Language, then Language. Having applied the fix, I then had to repeat it for each user account on my computer. I googled Windows 10 quotes fix (or something like that) and finally found a YouTube video with a fix. Then I tried typing quotes into an email and found that the problem was there too so not just an MS Office issue. I searched Microsoft forums for a fix to Word settings and changed a whole lot of language and autocorrect settings.
I tried a different keyboard but the new keyboard had the same problem, so it had to be a software problem. This could be a pretty huge roadblock for an editor! My troubleshooting efforts I noticed that my keyboard seemed to have a problem with quotation marks and apostrophes - it wouldn’t type a space after them, they wouldn’t show up until I pressed them twice, and if I had the audacity to try typing a double quote followed by a vowel, it turned into an umlaut over the vowel.
